Essential Job Duties:
The Consultant: East Region will be responsible for providing up-to-date information and technical assistance to the citizens of North Carolina regarding parks, recreation and tourism with direct responsibility for the 27-county East Region, providing field administration for the NC Parks and Recreation Trust Fund and Land & Water Conservation Fund. Technical assistance may be provided through one-on-one consultation, workshops and seminars, technical publications, and applied research.
This position is responsible for planning, organizing, implementing, and evaluating continuing education programs within the assigned region and statewide for park and recreation professionals. The Consultant will respond to requests for information and assistance from agencies within the East Region. The requests for assistance range from calls that can be dealt with immediately to those that may require several days of research to answer. This aspect of the job requires the ability to locate the most current information related to a specific topic and compile that information in a form that the client can understand and use.
The Consultant has the responsibility to research, write, and produce needed technical assistance bulletins related to the field of parks and recreation and disseminate the information through suitable means and formats (e.g. reports, digital media, video). Upon request, this position will organize and conduct special studies for requesting agencies. The Consultant will also provide field administration in the East Region for the Park and Recreation Trust Fund and Land & Water Conservation Fund grant programs.
Field administration includes, but is not limited to: grant application workshops and consultations, application review, oversight of active grant projects, grant closeout, and routine inspections of existing projects.
A Drivers License is required as an essential function of this position This position requires extensive travel in the region to perform the grant administration portions of the position. Site inspections in communities are one of those duties.
Relevant post-Baccalaureate degree, or relevant Bachelor’s degree plus 3 or more years of independent research experience, or substantative relevant independent experience and education. May require terminal degree and licensure.
Thorough knowledge of the philosophy, problems, issues, and administrative methods of parks and recreation;
Ability to establish and maintain an effective working relationship with the public and other employees, as well as park and recreation professionals throughout the state;
Ability to clearly and accurately communicate both verbally and in writing
Ability to travel extensively
Considerable initiative; professional judgement, creativity and diplomacy are necessary to carry out work duties.
Proficiency with technology, including word processing, spreadsheet and database software applications.
Master’s degree in parks and recreation or related field and at least two years of work experience in public park and recreation management or related field.
Certified Park and Recreation Professional (CPRP) certification is desired.
