Webmaster/Web Developer Information Technology Department
The Webmaster/Web Developer plans, constructs, manages and maintains the public WVSOM website. The position serves as a lead web developer for the public WVSOM website and subsidiary websites (Foundation/Center for Rural and Community Health/Abracadabra). This position shall provide web consulting and web technical assistance while interacting with other developers/programmers in the IT Department. The position will maintain constant collaboration with WVSOM departments for ongoing website development needs and content. The Webmaster/Web Developer must exhibit strong user understanding, expertise in website usability, architecture, responsive design, development, search engine optimization (SEO), site analytics, user training and maintenance. This position will report directly to the Chief Technology Officer (CTO).
General Duties and Responsibilities
Designing, coding and maintenance of the WVSOM public website using HTML5, CSS and the Drupal open source content-management framework;
Insure that websites incorporate responsive design and mobility across a variety of web browsers while maintaining brand strategy;
Create, develop and test websites in development and production environments, including all aspects of debugging, confirming active URL links, with appropriate modern page layout techniques;
Leverage Application Programming Interfaces (APIs) where needed between Drupal, SQL Server databases, Payment Processors and the Moodle Learning Management System;
Work with developers to create and maintain functionality of website data collection into appropriate databases and access to the Learning Management System through a registration portal ;
Develop reporting mechanism for website analytics and monitor/utilize search engine optimization techniques
Maintain security on non-public areas of the websites by invoking authentication mechanisms (i.e. Jasig CAS) and assigning appropriate roll-based security;
Assist in implementing on-line programs with required web development and integrations to Learning Management Platforms (i.e. Moodle);
Work collaboratively with administration, faculty, staff for content and website needs along with training as needed.
Position: This is a full-time, non-classified position; it is exempt from FLSA regulations concerning overtime; base salary is commensurate with education and experience, plus a full state benefits package.
Not all activities of this position occur within the confines of an 8:00-4:30 schedule and may require evening and weekend scheduling as needed. The weekly schedule for this position will be established between the supervisor and the employee and approved given the needs of the department and the institution. This position has been designated as Essential. This means that when WVSOM is faced with an institutional emergency, employees in such positions may be required to remain at their work location or to report to work to protect, recover and continue operations at WVSOM.

Education and Experience
Bachelor’s Degree in Computer Science, Digital Media, Engineering, website design-related degree or related degree with successful experience in website development and management.
Three to four years’ successful website development and web design, including management of a site that includes SEO, analytics, flash, video, transactional functions for a business, institution or non-profit.
Skills Required A combination of recent and relevant education and experience may also be considered for this position.
Extensive knowledge of web development and design using HTML5, CSS and Drupal content management, and familiarity with object oriented programming.
Knowledge of various web browsers and debugging techniques.
Familiarity with creation and management of embedded webpage media (graphics, forms, audio/video and scripting).
Knowledge of website security, website interaction with databases and payment processors.
Knowledge for insuring ADA compliant websites, W3C standards and WCAG (Web Content Accessibility Guidelines).
Knowledge of various Learning Management System platforms.
Strong analytical and problem solving skills.
Strong written and oral communication skills and the ability to collaborate with all levels of the institution regarding projects and web development.
Self-motivated toward self-assigning assignments, managing tasks, and delivering target projects.
Flexibility during all stages of a project as priorities change.
Self-motivated with an ability to manage multiple tasks and priorities.
Must be able to work independently as well as part of a team.
